If it turns out to be a big issue due to either him trying to do it every single night, or by making your combats really hard to plan for, then the best bet is to talk it out with them one on one to let them know that it's tough for you to build around that type of playstyle and ask if he'll consider remaking/retooling his character or at least his behavior. I'd say those first level spells are probably more useful as healing word uses since he could bonus action heal and eldritch blast each round. Higher level spells are more powerful not just because their damage numbers go up, but because you get access to options that have very strong buffs or CC that allow your party to lock down and destroy a target. In a few levels his eldritch blast should be doing more average damage than inflict wounds, so if he's still doing this trick by then he will be getting outpaced by the other players. I can't tell if he's planning on going 17warlock/3sorc or 4 warlock/16 sorc, either way he's way behind the other casters in terms of spell power (level 2 spells vs 4th level spells for other full casters). If he were resting for an hour then casting both of his warlock spells to search/protect/defend their camp area and then take another rest to recharge, would you put the same 1 hour cooldown on short rests? I don't know if you need an hour between short rests but letting him know that some time should pass to do all the conversions he's trying to do so it's not going to be exact. Inflict wounds might be 3d10, but it's a melee touch spell and has no modifier, putting himself into a dangerous place against a boss type enemy. His build gives him access to certain things, but costs him others. I think the exhaustion route is good to keep him from doing it every single night, I think doing it before a big climatic fight is solid.
